Boiler and pressure vessel regulations

All owners, operators, maintenance workers and contractors working with regulated equipment must study and comply with the following:

Safety Standards Act
Safety Standards General Regulation
Power Engineers, Boiler, Pressure Vessel and Refrigeration Safety Regulation
Fee Setting Criteria Regulation
Monetary Penalty Regulation

If you’re new to the sector, you’re undertaking a new type of work or you’d just like a refresher of these standards, please take the time to read all sections. To understand the role the BC Safety Authority plays in boiler and pressure vessel safety, refer to the Overview manual for Power Engineers, Boilers, Pressure Vessels and Refrigeration.

If you're interested in understanding the joint responsibility for regulation of pipline systems of unfired pressure vessels between the BC Safety Authority and the Oil and Gas Commission, refer to the Memorandum of Understanding and  Schedule A of the Memorandum of Understanding.

All licensed contractors need to have access to the codes required by their licence class. The following organizations can provide this information:

Welding regulations

As well as the above regulations, welders must know their employer’s quality control program. This includes all welders working with power engineer, boiler, pressure vessel and refrigeration technologies.

Boiler Safety Orders, Directives, and Information Bulletins

Safety Orders are an instrument that is issued to prevent or reduce the risk of personal injury or damage to property. Compliance is mandatory and enforceable by the Safety Authority.

Directives are instruments that clarify or provide new interpretation of a regulation or code. Compliance is mandatory. 

Information bulletins provide helpful information and clarification on exisiting regulations or code that affect your particular technology.
